Environmental Impact Assessment (Draft for Comments) Supplementary Public Notice

Sichuan Deebio Pharmaceutical Co., Ltd. plans to locate the Sichuan Deebio API Production Upgrade and Technical Transformation Project in Gao Cao Village, Xiaohan Town, Guanghan City. The draft Environmental Impact Report for this project was published for public comment on the official website of Sichuan Deebio Pharmaceutical Co., Ltd. on November 13, 2023. Due to changes in the plant master layout and project filing/registration contents, a supplementary public notice of the draft Environmental Impact Report is hereby issued in accordance with the requirements of the Public Participation Measures for Environmental Impact Assessment (Order No. 4 of the Ministry of Ecology and Environment, effective January 1, 2019). The public is welcome to actively participate and provide valuable comments on the EIA (comments unrelated to environmental protection will not be accepted).

I. Project Overview

Project Name: Sichuan Deebio API Production Upgrade and Technical Transformation Project

Construction Unit: Sichuan Deebio Pharmaceutical Co., Ltd.

Nature of Construction: Expansion

Construction Location: Gao Cao Village, Xiaohan Town, Guanghan City, Deyang, Sichuan Province (within the premises of Sichuan Deebio Pharmaceutical Co., Ltd.)

Main Construction Contents and Scale: Proposed construction includes one 6-story technology building, one 3-story Class A workshop, and one 3-story Class D workshop, with a total construction area of approximately 20,116.26 m². New ancillary facilities, including a Class A buried tank farm, storage yard, fire water pool, rainwater pool, and accident pool will be built. Auxiliary buildings and public utility systems will be renovated and optimized.

Proposed Products and Production Capacity: Pancreatin 150 t/a, Hyaluronidase 0.5 t/a, Heparinoids 40 t/a, Chondroitin Sulfate Sodium 100 t/a, Ursodeoxycholic Acid 100 t/a, Heme 50 t/a, Collagen 300 t/a, Sulfated Glycopeptides 5 t/a, Eggshell Membrane Powder 20 t/a; Bovine Liver Extract will be transferred from Workshop 2 of the existing South Plant to the newly built Class A Workshop F2 production line, with production capacity remaining unchanged at 20 t/a.
